A new online application and payment system, the CAP Information Service (CAPIS) will be implemented over the next few months to replace the existing government gateway access.  After 1 January 2015 the RPA will not accept any form of paper application.

Claimants will need to register onto CAPIS through gov.uk and obtain a Unique Reference Number.  Customers will need to verify their identity before being able to log on.  This will be done via GOV.UK Verify with the whole process done online.  You will be able to choose who you’d like to verify you from a list of certified companies including Post Office and Experian.  To prove who you are, you’ll need to answer questions about you and your finances so that the company can confirm your identity.

RPA customers will be contacted directly by post with a registration pack and asked to register onto CAPIS, some as early as October to be part of early trials of the service before it is rolled out countrywide.

CAPIS controls all aspects of the new CAP schemes and in registering you will be able to check your business details and farm maps to ensure they are up to date ready for applications next year.

Next year all entitlement transfers will be done online using the CAP Information Service instead of the RLE1 form process.

The transfer system is currently off line to enable the RPA to convert SPS entitlements to the new BPS entitlements but the transfer window will open again at some point from mid-January.  On 1 January 2015 you will hold the same number of BPS entitlements as you had SPS entitlements on 31 December.
